ASSORUP has submitted to the Public Procurement Unit of the European Commission the national synthesis report on the consultation regarding the revision of the European public procurement directives.
The document gathers and organises contributions from a broad and diverse range of Italian contracting authorities: central and local administrations, healthcare entities, regional agencies, universities, research institutes, publicly owned companies and sectoral organisations. Such extensive participation confirms the growing attention of the Italian public sector towards the regulatory revision process launched at European level.
The consultation highlights several shared priorities. Administrations strongly call for simplified procedures, greater legal certainty and a more coherent and harmonised regulatory framework across Member States, capable of reducing litigation and improving administrative efficiency. There is also broad consensus on the importance of digitalisation, considered an essential enabler for transparency, interoperability and the reduction of administrative burdens. Equally significant is the need for flexibility, particularly in the use of negotiated procedures, framework agreements and requirements proportionate to the complexity of contracts.
A cross-cutting element that clearly emerged concerns the professionalisation of public officials, regarded as crucial to improving the quality of procurement strategies, strengthening risk management and ensuring more effective contract implementation. Contracting authorities also stress the importance of supporting the participation of SMEs, promoting competition and enhancing the role of public procurement as a lever for innovation, sustainability and territorial cohesion.
ASSORUP collected contributions outside the standard questionnaire format, with the aim of facilitating the broadest possible participation. This choice made it possible to involve numerous entities with different levels of digital and organisational maturity, ensuring high representativeness and a solid information base.
By submitting the report to the European Commission, ASSORUP reaffirms its commitment to contributing constructively to the revision process of the directives and to representing the operational needs of Italian contracting authorities in the European debate.
